It is difficult to get fully funded scholarships to study at a foreign university. You can apply directly to an Italian university, however, unless you are a budding genius in your field, most likely you'll just get in and have to pay the international tuition rate (which will be high). There is the Fulbright Scholarship, an American grant program specifically designed to fund students to study abroad, but I believe it is for graduate level studies only.
Despite all this not-so-positive info, the best way to attend a foreign uni while still using university/federal funding is to go your local state school (whichever has the strongest art history program) and spend your junior year studying abroad

I want to go to college in Italy. I am an American but I also have Italian citizenship. I have heard of the American University of Rome and John Cabot University, but I can't get financial aid if due to being located outside the US territory and therefore only allows me to access Subsidized or Unsubsidized loans.

Its a pretty straight forward question i know, but im going into civil engineering, and two of my life goals is to learn italian and visit Italy. (a college in the USA)

Engineering majors still have to take the normal gen ed credits that other majors do. So all engineering schools will still let you learn a language. As a civil you will have set engineering schedule to complete and then have 18 to 24 general education credits you need to complete before graduation.

Top universities for software engineering are the Politecnico di Torino and the Politecnico di Milano. (Engineering faculties in Torino and Milano have dedicated universities, this is what "Politecnico" means. Ther is also a third politecnico in Bari, but is pure crap). You can also study "Scienze informatiche" but it's not Engineering and has not a great appeal for job placement.
